OSI Special Agent Vin Cooper is caught up in the bureaucracy that is both Washington and the military, and is also bounced around by comnpeting personalities in the CIA, the FBI, and the private sector.

Cooper is flippant like detective Elvis Cole (Robert Crais' creation) but has no Joe Pike to back him up.

While the story held my attention, there are enough "plot holes" and coincidences that I give this a "good summer read" rating, but not "great".
